The main objective of this study is to present the characteristics and the evolution of the European Emission Trading System, as well as its application in Greece.
The reason for the introduction of this system was the realization of the magnitude of the effects of climate change, which is why the global community has come together to take measures to limit greenhouse gas emissions.
The European Union, as a pioneer in the fight against climate change, is currently implementing the third phase of the emission trading system, while the next one has already been organized and is ready to be launched in 2021. Despite its initial weaknesses, the system seems to be achieving the desired results and can lead to adequate treatment of the problem within Europe.
Greece, as part of the European Union, is implementing all the necessary measures and has succeeded in reducing its emissions, to which the recent economic recession has also contributed. Almost all Greek industrial facilities, apart from the electricity sector, are favorably treated by the emission trading system due to their high level of competition with third countries and high energy costs. The cement production sector is also included and although it faces similar difficulties, it is taking measures in order to become a "low carbon" economy until 2050.
The first chapter of the study describes the phenomenon of climate change and its effects.
The second chapter presents the history of international action against climate change, as well as the position of the European Union.
The third chapter describes the characteristics of Emission Trading Systems, analyzes the principles and operating phases of the respective European system and the Emissions Exchange.
The fourth chapter analyzes the case of Greece regarding the implementation of the Emission Trading System and its various aspects, while a study is also carried out in the case of emissions from the cement industry in Greece and an estimate of the cost of purchasing emission rights for the industry is performed.
