Most public organizations face a wide range of problems in implementing large IT projects and record a number of weaknesses and risks relating to the financial costs, deadlines and quality of new information systems. Identifying and managing risk are of great importance for the success of these systems and although they should be the main business strategy instead there is an abandonment of fate risk management on human intuition and initiative with painful consequences for the implementation of projects. The purpose of this thesis is to describe the technical risk identification, selection of risk management, monitoring project risk management and the application of these procedures in the new information project entitled “Implementation Custom Electronic Services – ICISnet”. Each of these stages is implemented through specific techniques and pooled data provide a useful tool that can lead to authoritative and more generalized conclusions.
The electronic office is a very important development that aims to provide interoperable customs systems, accessible to economic operators throughout the Community by replacement of customs procedures currently paper based, with corresponding declarations in electronic form across the entire EU , thus creating a more efficient , simpler and modern customs environment. The ICISnet will replace the existing Integrated Customs Information System and support the functioning of the Customs Service, using centralized functions and services offered to transacting electronically.
Risk management is a prerequisite not only for creating a security policy, but also for the construction of an integrated, stable, with a solid foundation, modern information system. The main element is the recognition of protection countermeasures, and the use of the most appropriate of them to deal successfully with potential abnormal system operation. So it is important to incorporate risk management in the initial conceptual design phase of the project and throughout the life cycle of a specific project.
