This paper describes the design procedure for an Android application that provides mobile, collaborative e-Government services, involving the police and transportation. Performance and functionality issues are examined within this study, with a main emphasis on security, due to the fact that the data being transferred between server and mobile device is sensitive. Emphasis is also given to interoperability, since the services offered must be accessible to different systems and platforms. SOA architectures were used to achieve this goal and fully interoperable standards, like SOAP messages and the WSDL language, were chosen to describe the web services offered. The application, server-side and client-side, was developed using the Java programming language, with the help of the Eclipse IDE. The Android SDK was used for creating the client-side and the application was controlled via the Android AVD, 4.0 edition (Android 14).
