In today's constantly evolving digital, social, economic, and political environment, public administration is required to effectively pursue its organizational goals, under conditions of increasing complexity, uncertainty, and continuously changing demands and challenges. Within this context, the need for lifelong learning and continuous professional development of civil servants has become imperative and is steadily growing, as it is directly linked to enhancing the required knowledge and skills, attitudes and behaviors that contribute to the efficiency of human resources and the effectiveness of public organizations. Among the competences that have emerged as particularly critical, according to contemporary research and policy guidelines at the national, european, and international levels, is leadership.
Based on these contemporary trends in the field of public administration, the aim of this postgraduate thesis is the design, the development, the assessment and evaluation, and the documentation of a digital course entitled “Enhancing Leadership in Public Administration.” The digital course is addressed to adult learners, executives, and employees of the public sector and focuses on cultivating and developing attitudes, behaviors, knowledge, and skills with the overarching objective of strengthening leadership competence within public administration. The digital course is structured into four (4) micro-courses and comprises eight (8) progressively scaffolded learning outcomes, aligned with Bloom’s taxonomy. This structure ensures the gradual progress of the learning

process, moving from the comprehension of fundamental concepts, related to leadership and vision, to the (re)creation of a personal leadership profile and the development of a personal leadership action plan.
For the implementation of the Online Self- Study Course, original interactive educational material has been developed, fully covering the cognitive domain of the eight (8) learning outcomes. Through carefully structured interactive activities, learners can practice understanding of concepts, applying and developing leadership skills, reflecting and self-assessing, as well as practicing peer assessment. At the same time, learners are asked to respond to questions deriving from authentic and realistic leadership scenarios, thereby enhancing critical thinking and decision-making skills. The learning journey is completed with the development of a personal action plan for the (re)creation of a personal leadership profile, representing the highest level of knowledge synthesis and application.
