Abstract
The purpose of this paper is to describe the decisive effect that a Quality Management System can have on a Waste Management System of a health facility.
In the first chapter, quality is defined and the evolution of the term in a quality management system is described. All the characteristics of a Quality Management System are identified, its purpose, the benefits of its development and implementation, its mode of operation as well as the basic conditions for such a system to be considered successful.
In the second chapter, data are presented about the health facilities operating in Greece. The importance of developing such a system is analyzed and finally the legislative requirements that exist, and the requirement for certification according to specific quality standards are recorded for specific health services provision.
In the third chapter, all the legislation has been collected and in particular the requirements that the Greek state sets for the proper management of hazardous waste from health facilities. More specifically, reference is made to all activities: the production and management of hazardous waste, their collection, transport, storage, processing and safe final disposal so that they are carried out in conditions that provide protection for the environment and human health.
In the fourth chapter, a specific case of two primary health care units is studied. Taking into account all the above, the development of a waste management system in units that have just installed a Quality Management System is described. The requirements of the legislation are transformed into a process, which requires the involvement of the entire group of health professionals and includes all stages of waste management, from production prevention, the designation of responsible persons, the proper sorting of all waste streams, safe transport and road transport, their storage, processing and final disposal. The way the staff is trained, the emergency plans in case of an accident, the safety and hygiene of the workers and the cost of the whole management.
Finally, conclusions are drawn regarding the inextricable relationship between a Quality Management System and a Waste Management System which is of crucial importance for the success of the correct and safe management of hazardous waste in a healthcare facility.
