The public administration in Greece was founded, based on the models that existed in the beginning of the 19th century, at the foundation of the Greek State, with main characteristics the bureaucratic organisation, the hierarchical structure and the centralism. Since then, the efforts for improvement and modernisation of the system have not been absent, some times less and other times even more serious and successful. However, in general, experts as well as the governments accept that the public administration is the big patient, a fact that forces them always to deal with it. An integral part of public administration is the sector of health and mainly hospitals, which from the first years of their establishment were influenced by the serious problems that are pestering the public administration. In fact, problems like the bureaucracy, the «little envelope», the «influence» for a bed, rantza, the decentralisation of services and their crewing with capable persons. Problems that existed and continue to exist, despite the appreciable efforts that up today have been attempted, as the bill of Doxiadi and the Law 2889/2001. Moreover the administration of the hospitals, the role of permanence and the effect of the syndicalistic unions in the sector of health, constitute and will continue to constitute, sectors that require particular research and discussion. The overcoming of these problems presupposes planning, organisation and equitable management of the Health System, in the direction of the administration, staffing, education and the wise use of new technologies. However, above all, boldness and determination are required from all parts in order to achieve real modernisation.
