The diplomatic work titled ‘Distance Learning Education System’s Development’ deals with the analysis, planning and finally the development of a Distance Learning Education System which teaches students the Highway Code. The system is developed according to Web-based Adaptive Educational Systems. It offers the construction that helps the student study the Highway Code as well as to prepare themselves for the exams. The system has been developed in such way with one basic target; the best adaptation in the needs of the user in order to achieve individualization and support to the students based on their needs, their skills and their ability to learn. The more the student interacts with the system the merrier it is being adapted to his needs. Moreover, an administration console on the system has been developed where all the information may be inserted by the administrator – tutor.
