The basic aim of this thesis is to make a complete imprinting of operation for the [E]112 information system in Greece and Europe, to analyze the existing technological background in emergency systems and to offer proposals for the growth and development of the system. Moreover, there is an analysis of the management for the [E]112 system in Greece and the European Union as well as the correspondence of the public to it. This constitutes an important piece of this thesis so that the past and the present of operation for system are presented. Moreover, there is an extensive analysis of new technologies and telecommunication systems that are used in world level with regard to services of emergencies. In addition, there is and extensive analysis for the operation of the E-Call system, which will constitute one from the first important additions to the [E]112 system. The incorporation of the E-Call system in the [E]112, shows evidently the prospect of [E]112 transforming into a complete system for managing emergencies. In the last part of this thesis, proposals are presented for the upgrade of the [E]112 system in Greece and software simulations are run to demonstrate the new upgraded system as well as the results that it yields. The basic aim of these proposals is to suggest realistic changes that can be immediately applied with a relatively low cost yielding at the same time important benefits.
