Procurement is a critical interface between an organization and its supply market, with direct effects on cost, quality, resource availability and operational continuity. Its role is particularly important in logistics, where material and service purchases must be coordinated with transportation, inventory, warehousing, technical support and narrow delivery windows. This dissertation examines procurement as an end-to-end business process, from need identification to receipt, invoicing and supplier performance evaluation. Special attention is given to maritime logistics, where the productive unit—the vessel—is continuously moving and is often geographically distant from headquarters, warehouses and established supply markets.
The research combines a literature review, process analysis and a case study. It draws on an earlier dissertation documenting purchasing and supplier assessment procedures in a ship-management company and reinterprets the material through contemporary supply-management concepts, including spend categorization, the Kraljic portfolio, total cost of ownership, risk management, performance indicators, sustainable procurement and digitalization. To protect confidentiality, the case company is referred to as “Company X” and all numerical examples are illustrative.
The findings indicate that procurement effectiveness cannot be assessed solely by purchase price. Technical specification accuracy, spare-part authenticity, lead time, supplier reliability, traceability, ship–shore collaboration and timely exception management are equally important. A redesigned model is proposed, featuring standardized approvals, a central supplier register, electronic workflows, category-specific sourcing strategies and a procurement performance dashboard. Its implementation can reduce cycle time, emergency purchases, administrative cost and delay risk, while improving quality, compliance and transparency.
