In a world threatened daily by many different factors affecting both society and the environment, culture can play a catalytic role, offering solutions with social, cultural, economic, and environmental implications, while creating new perspectives for the future of cities and contributing to the achievement of sustainable urban development. But for this to happen, coordinated action is needed at the local, national, and international levels. In this context, we find that culture occupies an important place in the Sustainable Development Goals (SDGs) for 2030, as developed by the United Nations. Although it does not appear in isolation as a specific goal, there are elements that integrate the cultural dimension into various objectives. Given that our era is characterized by continuous digital development, technologies such as virtual and augmented reality (VR, AR), artificial intelligence (AI), digital platforms, and smart devices are already being integrated into many areas of culture, offering new possibilities for the protection and preservation of cultural heritage, the promotion of cultural education and participation, the strengthening of cultural and creative industries, the facilitation of cultural exchange and interculturalism and the support of tourism—all of which contribute to implementing the SDGs. In this direction, the European Capital of Culture (ECOC) is proof that, if culture is addressed in a strategic and responsible way, it enables a city to combine cultural development with social inclusion and cohesion, economic prosperity, and environmental sustainability, integrating sustainable practices across many sectors and aiming for results with long-term impact. For this reason, the present study seeks - after a comparative study of three cities that received the title (Liverpool, Riga, Matera) - to contribute to the development of a sustainable implementation model for the institution, by proposing specific directions for cultural strategy and evaluation indicators.
