The present study begins with the common acknowledgement at the European level of the multitude of benefits arising from the establishment of cross-sectoral data sharing practices. Specifically, the work examines the intricate realm of B2G data sharing, that is, the access of the public sector to data held by the private sector. The objective and fundamental question of the study is to assess the feasibility of creating sustainable, dynamic, and lawful B2G data sharing collaborations. Initially, the study focuses on the state-of-play of B2G data sharing practices, which are limited in practice. Through careful examination of existing practices, the operation of B2G data sharing collaborations is conceptualized, with specific operational models crystallizing. A significant basis for this analysis is the synthesis of limited yet highly valuable empirical knowledge from research at a local level. Subsequently, the study delves into the various reasons (economic, asymmetries, lack of frameworks, etc.) that, in practice, hinder the establishment of these practices. The study of these obstacles is achieved by combining a plethora of findings from various empirical research, as a true understanding of the complexities of the practice is a sine qua non for answering the central question of the study. Furthermore, the study focuses on the legislative framework of B2G data sharing, both existing and prospective. The author engages in a legal analysis of the GDPR to ascertain the position of this high requirement legislative framework within the context of B2G data sharing. Additionally, the author critically analyzes the forthcoming legislative framework in this domain. In conclusion, this work navigates through the intricate landscape of B2G data sharing collaborations, elucidating the multifaceted prospects, current practices, persistent barriers, and prospective legal framework. By combining empirical knowledge with conceptual exploration, this research aims to provide a coherent study of the phenomenon and subsequently contribute to the discourse surrounding B2G data sharing. The goal is for the study to be a scholarly voice within the united efforts aimed at promoting productive collaborations within the evolving data-driven ecosystem.
