dc.description.abstract | Η παρούσα μελέτη εκκινεί από την κοινή παραδοχή , σε ευρωπαϊκό επίπεδο, της πληθώρας ωφελειών από την εγκαθίδρυση , στην πράξη, διατομεακών διαμοιρασμών δεδομένων. Η εργασία , συγκεκριμένα , εξετάζει τον πολύπλοκο χώρο του B2G διαμοιρασμού δεδομένων, ήτοι την πρόσβαση του δημοσίου τομέα στα δεδομένα που κατέχει ο ιδιωτικός τομέας. Στόχος και βασικό ερώτημα της εργασίας αποτελεί η αξιολόγηση περί της εφικτότητας δημιουργίας βιώσιμων ,δυναμικών και νόμιμων B2G συνεργασιών διαμοιρασμού δεδομένων.
Αρχικώς, η μελέτη επικεντρώνεται στο state-of-play των -περιορισμένων στην πράξη- B2G πρακτικών διαμοιρασμού δεδομένων. Μέσω της προσεκτικής εξέτασης των υφιστάμενων πρακτικών , η λειτουργία των συνεργασιών B2G διαμοιρασμού δεδομένων εννοιολογείται, με συγκεκριμένα λειτουργικά μοντέλα να αποκρυσταλλώνονται. Σημαντική βάση για αυτήν την ανάλυση αποτελεί η σύνθεση της περιορισμένης, αλλά υψίστης σημασίας εμπειρική γνώση μέσω έρευνας σε τοπικό επίπεδο. Στη συνέχεια, η μελέτη επικεντρώνεται στους πάσης φύσεως λόγους (οικονομικούς, ασυμμετρίες, έλλειψη πλαισίων κ.α.) που συνιστούν , στην πράξη, εμπόδια για την θεμελίωση αυτών των πρακτικών. Η μελέτη των εμποδίων γίνεται συνδυάζοντας πληθώρα ευρημάτων από ποικίλες εμπειρικές έρευνες, καθώς η πραγματική κατανόηση των πολυπλοκοτήτων της πράξης αποτελεί sine qua non προϋπόθεση για την απάντηση του βασικού ερωτήματος της μελέτης. Ακολούθως, η μελέτη επικεντρώνεται στο νομοθετικό πλαίσιο των Β2G διαμοιρασμών δεδομένων, ισχύον και μελλοντικό. Ο γράφων προβαίνει στη νομοτεχνική ανάλυση του ΓΚΠΔ, προκειμένου να διαπιστωθεί η θέση αυτού του υψηλών απαιτήσεων νομοθετικού πλαισίου στο πλαίσιο των B2G διαμοιρασμών δεδομένων. Επιπλέον, ο γράφων αναλύει και προσεγγίζει κριτικά το μελλοντικό νομοθετικό πλαίσιο, στο πεδίο αυτό. Συμπερασματικά, αυτή η εργασία περιηγείται μέσα από τον πολύπλοκο χώρο των συνεργασιών B2G διαμοιρασμού δεδομένων, διασαφηνίζοντας τις πολυπλευρικές προοπτικές, τις τρέχουσες πρακτικές, τα εμπόδια που επιμένουν και το μελλοντικό νομικό πλαίσιο. Συνδυάζοντας εμπειρική γνώση με εννοιολογική εξερεύνηση, αυτή η έρευνα έχει ως στόχο να αποτελέσει μια συνεκτική μελέτη του φαινομένου και , ακολούθως, να συμβάλλει στον διάλογο που αφορά τον διαμοιρασμό δεδομένων B2G. Στόχος είναι η μελέτη να αποτελέσει μια επιστημονική φωνή μέσα στις ενωμένες προσπάθειες που στοχεύουν στην προώθηση παραγωγικών συνεργασιών στο εξελισσόμενο οικοσύστημα που βασίζεται στα δεδομένα. | el |

dc.description.abstractEN | The present study begins with the common acknowledgement at the European level of the multitude of benefits arising from the establishment of cross-sectoral data sharing practices. Specifically, the work examines the intricate realm of B2G data sharing, that is, the access of the public sector to data held by the private sector. The objective and fundamental question of the study is to assess the feasibility of creating sustainable, dynamic, and lawful B2G data sharing collaborations. Initially, the study focuses on the state-of-play of B2G data sharing practices, which are limited in practice. Through careful examination of existing practices, the operation of B2G data sharing collaborations is conceptualized, with specific operational models crystallizing. A significant basis for this analysis is the synthesis of limited yet highly valuable empirical knowledge from research at a local level. Subsequently, the study delves into the various reasons (economic, asymmetries, lack of frameworks, etc.) that, in practice, hinder the establishment of these practices. The study of these obstacles is achieved by combining a plethora of findings from various empirical research, as a true understanding of the complexities of the practice is a sine qua non for answering the central question of the study. Furthermore, the study focuses on the legislative framework of B2G data sharing, both existing and prospective. The author engages in a legal analysis of the GDPR to ascertain the position of this high requirement legislative framework within the context of B2G data sharing. Additionally, the author critically analyzes the forthcoming legislative framework in this domain. In conclusion, this work navigates through the intricate landscape of B2G data sharing collaborations, elucidating the multifaceted prospects, current practices, persistent barriers, and prospective legal framework. By combining empirical knowledge with conceptual exploration, this research aims to provide a coherent study of the phenomenon and subsequently contribute to the discourse surrounding B2G data sharing. The goal is for the study to be a scholarly voice within the united efforts aimed at promoting productive collaborations within the evolving data-driven ecosystem. | el |
