Soft power is an aspect of the willing for enforcement and dominance. A modern state, faced with modern challenges, is called by the conditions to operate more hybrid than with the trodden path of war. At a time when armaments are tools of deterrence and international treaties involve states with strong commitments, government entities must act methodically in alternative ways. A different way of strengthening the position of the state is diplomacy. Education, and in particular higher education, can serve the purposes of diplomacy. The internationalization of higher education attracts a large number of foreign students to the country of application, in order to strengthen the relationship between the host country and the students' country of origin. This feedback process is not a two-part collaboration phase but is cultivated and applied unilaterally.
Greece is a country that needs friends close to it, neighbors but also friendly countries, who will support it in the future whenever required in the hard field of diplomacy. As Palmestron had said: "We have no eternal allies, and we have no perpetual enemies. Our interests are eternal and perpetual, and those interests it is our duty to follow." It is therefore a constant interest of the country to pursue the cultivation of a friendly atmosphere in an anarchic environment, where the enemy becomes a friend overnight.
