Abstract

In this thesis, a review of cluster-related literature takes place initially, followed by a theory implementation on the maritime industry in which the main cluster characteristics and the arising benefits are emphasized. The importance of their role is examined from a European perspective, and therefore the need to extend their application is highlighted. Moreover, four different maritime clusters with a successful performance are examined. A different strategy is identified in each one of them and as a result, different policies are imposed; however, some common practices are identified in all of them. In the light of the above, all the maritime-related sectors are being analysed, underlining the existing weaknesses and the advantages on which the creation of a Greek maritime cluster in the Piraeus region could be based. Useful conclusions are drawn for the cluster's dynamics through the comparative analysis, and suggestions are made to develop and establish it as one of the world's leading maritime clusters. The above-mentioned suggestions, which derive from the study of existing literature and from an attempt to adapt the best practices, used worldwide, to the Greek context, are based on the structure, operation and actions of the cluster, the government’s role, investment programs, educational system, research and development, the use of new technologies and the development of certain dysfunctional sectors. In conclusion, these suggestions require continuous feedback rather than static implementation, since in such a fluid environment the existence of development mechanisms is considered to be of vital importance.
