Abstract

Undoubtedly, Procurement in all areas of public and private life plays an important role, mainly due to its economic dimension and the general requirement for a successful ending in a procurement procedure, so that both can reassure the seamless operation of these sectors. The economic dimension of Procurement is twofold, since on the one hand it may contribute to a solid support of any logistic and operational activities, while on the other hand, it may constitute opportunities for cost reduction. A successful outcome of a procurement operation depends on one of the main stages of each procurement process, the selection of suppliers. A documented, reliable and efficient process of that kind eliminates unnecessary costs and increases transparency. These two basic formalities constitute the basic framework within which this thesis was implemented. An effort was made not only to study and implement innovative, for the area of the public defense procurement, scientific and systematic theories and decision-making methodologies in the supplier selection process, but also to introduce relevant strategies based on modern tools mainly in the private sector, but in general not present in that area (public defense procurement). New tools were also created of high level of realism and of low cost using modern Statistics and methods that, inter alia, address the subjectivity of human judgment. Finally, we proved the significant contribution of teamwork and cross-functional cooperation in Procurement, with emphasis on the supplier selection process.
