This essay analyzes the parameters that affect the performance of the human factor in
relation to the requirements of the ISM Code and monitoring compliance of the latter at a
Member State level.
It starts with the regulatory framework of shipping, an important quote in my humble
opinion, as the maritime sector is one of the most regulated. Then special emphasis is
given on the human factor and the recruitment process. One parameter that couldn’t be
missing from this analysis, is the economic crisis of the era and its effects, and the shift
in the maritime profession.
In the course of the analysis are cited the Memorandum of Understanding between
Member states as the compliance control mechanisms of the ISM requirements and types
of non-conformances. Connecting the above we arrive at our conclusions.
