This thesis investigates the adoption of the International Security Code (ISPS) from the ports and the manner in which the provisions of the Code affected the cost and their competitiveness. Through interviews with Security Officers at ports and oriented literature research we tried to analyze the costs brought by the imposition of safety provisions and what was ultimately the result of the competitiveness for the ports. The trans-nationalization trend of recent years in both the economic fabric and the institutional actions creates new conditions for all those involved in economic reality driven always by safety, the question is what is the cost required that ports have to handle.
