Purpose: This paper aims to present the policies and practices developed for the management of migration flows regarding the unaccompanied minors - third country nationals by the Greek State. The problems and challenges presented in the light of the Directives of the European Union (EU) and its common treatment for third country nationals from all MemberStates.
MATERIAL AND METHODS: This study belongs to the policy analysis ones and is based on data collected from the First Reception Service of the Ministry of Public Order and Citizen Protection (QA Unaccompanied Minors), the National Centre for Social Solidarity (NCSS), the Management Service Request Housing Asylum Seekers and Unaccompanied minors, an entity of the Ministry of Labour Social Security and Welfare and the Directorate Enforcement Illegal Immigration Branch and Border Protection of the Greek Police. The research includes the policy texts and the policy directions issued by the European Committee for the unaccompanied minors.
RESULTS: From the comparison of the statistics of the two Services (Greek Police and NCSS) it appears that despite efforts the results only partially meet the needs concerning the unaccompanied minors arriving in Greece. In particular, only does 30% of the unaccompanied minors that arrive in Greece enjoy access to the services designed by the European and national policy for the protection of unaccompanied minors until their adulthood.
CONCLUSIONS: The legal basis and the expertise for the management of migration flows is defined by the action plans and the directions set by
the the European Commission. However, the lack of funding, the inadequacy of infrastructure and the sortage of personnel hamper the management of unaccompanied minors since it is difficult for Greece to cope with the needs for the protection of the thousands of children who arrive annually in our country.
