Nowadays companies, especially in Greece, work in a complicated and unstable external environment. According to H. Mintzberg (1994) the most important subsystem in a companies' attempt to improve efficiency in order to survive, is the strategic scheduling. The most fundamental factor in this attempt is Human Capital. Therefore companies focus on human resource planning, which contributes highly to the achievement of a company's mission by employing the most appropriate human resource. For this purpose certain techniques and tools have been developed, such as the enriched chart, the linear scheduling and the succession plan, which help companies to define their future demand in human resource. This study rises the need of human resource planning, based on the company's vision and strategy, the need to write down the advantages and the weaknesses its current personnel and finally, the possibility of personnel development, in order to achieve a competitive advantage and dominate the market. Human resource planning is necessary for the organizations of both in the private sector and the public sector, such as the Municipality of Elefsina the case under consideration. The present study concludes that there is a great need to bring in harmony the scheduling of human resource with the strategy of the company in order to fulfill its vision.
