The history of improving the quality of health care is filled with examples of groups that seek to improve and achieve improvements in one or more dimensions of quality in a specific ward, unit or agency for a specific disease or condition. There are few examples of such works in which the improvement is dramatic - breaking with the current levels of performance to achieve something close to ideal. Even rarer are examples of dramatic improvements that have escalated and spread to the whole body, and there are no examples of transforming health care system for organizations and communities where health care is approaching the theoretical approaches the ideal for all conditions throughout the system for all dimensions of quality. This thesis attempts to analyze the relationship between literature review and how the efforts for change in health is affected by the effects of broader external and internal environment, with particular reference to culture, technology, procurement, attracting and developing staff. Also, indicate the factors that can lead to success, with the philosophy that there are no correct theories, but useful theories. The working hypothesis is that distortions in the health system make it extremely difficult, time consuming and costly required for the survival of any organization efforts for change in health. The resulting work confirms the hypothesis and conclude how important the factor of human capital to implement any change. This proposal is a blend of an effective strategy for the use of information technology and communications will bring changes to many parts of organizations providing care.
