This dissertation presents an e-health proposal where the patient becomes the central axis of the design and the implementation of a web information system. In this dissertation are presented the design and development issues of a web information system for an obstetrical and gynecological polyclinic named Kyveli along with the evaluation of using the method Balanced ScoreCard. This is an online information system with access control through roles, the implementation of which was performed using the Content Management System Drupal, while gives special emphasis on the design and the user interface, which were based on the responsive web design technology. The major innovation in the design of this online – web health information system over others is that it was designed to be a human- service system where health care is based on continuous medical supervision and to continually adapt to the customer or the clinic needs. It is an online health information system that promotes immediacy in communicating with customers and gives the control of medical information of the client to the client, along with the fact that it is a fully operating medical information system used to resolve organizational issues and to gain better overview of the current status of the clinic.
