This thesis aims, through a real case study, to demonstrate the benefit that the Greek State will gain if it will proceed to implement energy saving measures for the entire building stock of public interest. The building of the Old Town Hall Byron is obtained as a case study, which continues to house municipal offices. Energy audit conducted in the building in accordance with the Energy Performance of Buildings Regulations and we calculated energy consumption through special software, which led us to the suggestion of best practices in energy upgrades. Subsequently, we recalculated the energy consumption of the building considering that the interventions of energy saving implemented. Subsequently, we drawn up Invoice and Budget Study and we determined the final estimated cost of the project, in accordance with the Law of Public works, while there was reduction of the estimated energy saving to economically. In this way, from the implementation of the proposed investment, it was possible to determine the costs and benefits. Afterwards, by using all the basic investment key indicators we held an economic evaluation of the investment and then we conducted a sensitivity analysis both in terms of invested capital as well as in terms of the cash inflows and finally we held a SWOT analysis.
