This thesis presents the development of “County Reports”, a web platform aimed at actively engaging citizens in improving their community through reporting, tracking, and resolving of local issues (such as damaged roads, drainage problems, faulty street lighting). The system architecture follows the Model-View-Controller (MVC) pattern; the frontend is built with EJS templates combined with Bootstrap to provide a clean and user-friendly interface, while the backend uses Node.js and Express.js to handle requests and PostgreSQL for persistent data storage. Core features include user registration/login, role-based authentication (user, admin), submission of reports with an attached image and geographic location, a voting system for prioritizing issues, as well as automatic estimation of each report's danger level through a local Artificial Intelligence model (Ollama). Particular emphasis was placed on ergonomics, security (password hashing, role-based access control), and code maintainability through strict adherence to the MVC pattern. The work contributes an extensible implementation model for civic-tech applications focused on the local community.
