The purpose of this thesis is to examine the external inspections applied to ships with the aim of ensuring the safety of the vessel, the protection of seafarers, port facilities, as well as the protection of the marine environment. Regulations related to shipping are continuously becoming stricter, making it mandatory for ocean-going vessels to undergo inspections in order to maintain their operational activities. The main types of inspections include Flag State Inspections, Port State Control, Classification Society, Vetting, the Tanker Management and Self-Assessment (TMSA) program, and Green Awards. The evaluation resulting from the conduct of these inspections may indicate either a high level of performance, or significant deficiencies, potentially leading to adverse consequences, including the detention of the vessel in port until critical deficiencies identified during the inspection by the authorities are rectified. The attribution of responsibilities to non-compliant vessels contributes to the mitigation of the impacts of shipping activities on the marine environment. Within the framework of the Paris MoU, the deficiencies of each vessel are recorded using specific codes by the Port State Control Officer (PSCO) during the inspection, along with the corrective measures required to be taken. Port State Control constitutes a critical tool, as it assists in the identification of substandard ships. At the same time, it plays a pivotal role in the protection of the marine environment by ensuring that vessels comply with international environmental requirements when calling at foreign ports. In order to enhance coordination, Port State Control authorities from different countries sign Memorandum of Understanding, aiming at the joint implementation of rules and procedures during the inspection of foreign-flagged vessels visiting their ports. The exchange of information and close cooperation contribute to the more effective identification of higher-risk ships by Port State Control authorities to ensuring the enforcement of international maritime regulations.
