This thesis examines the digital transformation of the public sector and the reshaping of Public Administration through e-Government, with a particular focus on Local Government. The use of innovative Information and Communication Technologies (ICT) applications in Public Administration aims to provide high-quality services to citizens, while simultaneously serving as a tool for modernization and transparency in public organizations. First-level Local Government Organizations (Municipalities), as the lowest administrative tier of Public Administration, constitute a vital cell for local communities. As decentralized administrative entities, municipalities bear the responsibility for addressing local issues and fostering the development of their administrative regions.
In order to achieve their strategic objectives, municipalities now have at their disposal innovative digital applications which, within the framework of e-Government, have been developed by the competent ministries and made available to organizations to be utilized and to create added value for both the organizations themselves and their residents, businesses, and visitors. Their use by municipalities in the context of e-Government has brought about changes in the way organizations are managed, in working environments, in time management, productivity, and the effectiveness of the services provided to citizens, as well as in cooperation and interaction among the various internal services and functions of Local Government Organizations and in their collaboration with other public bodies.
The human resources of municipalities were called upon to receive training and develop new skills compatible with the use of new Information and Communication Technologies, so that the execution of their work could be carried out through these means. Thus, the transition from paper-based bureaucratic procedures to more simplified and digitized practices, combined with the specialization of human resources, led to the optimization of work processes, making the implementation of programs and the achievement of organizational goals more effective and faster, and consequently enhancing the role of Local Government.
Within this framework, the theoretical part of this thesis was developed. Initially, the evolution of Greek Public Administration is presented, along with the changes brought about through the adoption of the principles of New Public Management and innovation. Subsequently, the historical development of the legislation that led to the establishment of Local Government is examined, as well as the role played by municipalities in Public Administration by acquiring administrative status and institutional autonomy, while their competences and basic functions are also described.
Next, the concept of e-Government is analyzed in terms of its structure, characteristics, stages of development, and the legislative framework governing it at both national and European level, from the perspective of the application of innovations in Public Administration during the digital transition process of organizations. In addition, indicative digital applications adopted by Greek municipalities are presented in order to respond effectively, promptly, and qualitatively to the objectives set in their strategic planning regarding their main development pillars. The innovative ICT applications of e-Government adopted by municipalities to support their competences and functions brought about changes in administrative practices and improved the level of services provided.
In the research part of the thesis, a study is presented that investigates the perceptions and views of employees of first-level Local Government Organizations (Municipalities) regarding the approach, adoption, and use of Information and Communication Technologies within the framework of e-Government, as well as the evaluation of their contribution to the performance of their daily duties. In particular, the degree to which the integration of ICT has affected the execution of their tasks, their productivity and effectiveness at work, as well as the overall functioning of municipal services and the level of service provided to citizens, is examined.
The study was based on quantitative research using a structured questionnaire, which was answered voluntarily and anonymously by municipal employees in Greece. The collected data were analyzed using statistical tools, with the aim of drawing reliable conclusions regarding the factors that influence employees’ attitudes and perceptions towards digital services. The results of the research revealed that demographic and educational characteristics, such as gender, years of service, educational level, and possession of certified knowledge in Informatics and computer use, significantly affect the degree of familiarity with ICT, as well as employees’ perceptions regarding the usability, security, and effectiveness of digital applications in municipal services. In particular, education and certified digital training are associated with more positive attitudes and increased trust in the use of ICT, while increased years of service appear to enhance perceptions of usability and effectiveness of systems. Overall, the findings highlight the importance of strengthening digital skills and continuous training and upskilling of municipal employees, as well as the effective management of digital security issues, so that the integration of e-Government in municipalities can lead to their continuously evolving digital transformation.
