Transparency and accountability are fundamental principles of effective public administration,
especially in the education sector, where public funding directly affects the quality and
functionality of school units. This thesis investigated the views of primary education teachers
on whether school funding is sufficient to help them carry out their work, while being
characterized by transparency and accountability. For this purpose, a quantitative survey was
conducted on a sample of 175 primary education teachers. Data collection was carried out
through a structured questionnaire. Primary education teachers were asked to express their
views on the adequacy of funding from Municipalities, the effectiveness of accountability
mechanisms and the level of transparency in the management and allocation of resources in
school units. The results of the survey showed that teachers generally perceive funding from
Municipalities as moderate to insufficient. Accountability mechanisms at school, municipal
and central government levels are considered to be moderately effective, while transparency
in financial processes is also assessed at moderate levels. Nevertheless, teachers recognize
that enhanced transparency can contribute to a fairer distribution of resources, improved
financial management and a reduction in mismanagement in school units. Overall, the thesis
concludes that, although transparency and accountability appear to be important in resource
management issues in school units, their implementation remains limited.
