In the context of contemporary challenges such as climate change, urbanization, and social inequalities, cities are increasingly called upon to adopt technologies that enhance efficiency, sustainability, and social inclusion. This thesis explores the potential of Digital Twin (DT) technology in shaping a smart, sustainable, and accessible city, with a focus on the case of the Municipality of Elliniko-Argyroupoli. The study begins with an analysis of the concepts of smart and sustainable cities, emphasizing their connection to accessibility and the broader vision of a “city for all.” The role of Digital Twins in urban planning is examined, ranging from their origins in Industry 4.0 to their emerging application in modern smart cities, with particular focus on enabling technologies (IoT, 5G networks, edge computing, BIM, GIS and blockchain). In the practical part, the thesis proposes a conceptual Digital Twin model for the Municipality of Elliniko-Argyroupoli, focusing on mapping, the installation of a sensor network, and the development of tools that support both accessibility and sustainability. The proposal includes a Python-based simulation algorithm to illustrate the functioning of the sensors and the real-time data management. Special emphasis is placed on improving accessibility for people with disabilities or reduced mobility through technologies such as tactile paving, acoustic signals at traffic lights, BLE Wayfinding systems, and hearing induction loops. Ultimately, the thesis highlights that a Digital Twin is not merely a technological solution, but a foundational mechanism for ensuring social cohesion and facilitating the transition toward sustainable, resilient, and inclusive urban environments.
