This particular thesis was prepared within the framework of the International
& European Policies in Education, Training and Research Program of the Department
of International and European Studies of the University of Piraeus.
In this work, issues related to immigration policy at the national and European
level are to be examined. First, there will be a clarification of the important terms, a
historical review of migration flows and an analysis of the importance of the
institutional framework. Afterwards, an extensive reference will be made to the
evolution of the European immigration policy as it was shaped through the treaties
signed by its member states. The work will then focus on the national legislative
framework governing immigration. Furthermore, the national strategy for the
integration of immigrants, their rights and obligations as well as the asylum policy
will be presented. Finally, once it is deemed necessary to introduce immigration
policy into education, indicative teaching plans will be proposed for each level of
education.
The work consists of four chapters. In the first chapter, conceptual
clarifications of the terms refugee and immigrant, while immigration is also
explained. An extensive account of the causes of the phenomenon follows. Then the
importance of the institutional framework is analysed and the chapter concludes with
the historical review of immigration in Greece.
In the second chapter, will be examined at a European level. The course of
immigration policy will be analysed, detailing the conditions and councils that
contributed to its final formation. In particular, the Treaty of Maastricht, the Treaty of
Amsterdam, the European Council of Tampere, the Treaty of Nice, the Charter of
Fundamental Rights of the EU, The Hague Programme, the Treaty of Lisbon and the
Stockholm Program will be mentioned. .
The third chapter focuses on the institutional framework of Greece. After the
presentation of the national legislation, the most important laws and the Immigration
Code will be mentioned. Also, this chapter will delve into the National Strategy for
the Integration of immigrants emphasizing on their Rights and Obligations, the
Asylum and the Geneva Convention.
The fourth chapter will deal with the role of Immigration Policy in Education.
More specifically, parts of the immigration policy that can be taught will be proposed
such are the History of Immigration, Legislation and Institutional Framework, Rights
of Immigrants as well as Cultural Diversity. Also, Suggested Teaching Approaches
will be recommended for teaching the phenomenon. Additionally, the importance of
teacher training in immigration issues will be analysed and corresponding training
programs that have taken place in Greece will be investigated. Finally, indicative
Teaching Plans for Primary, Middle and High School will be shown.
