The purpose of this Master Thesis is to study the transition from political ecology to the climate crisis, focusing on the Climate Plan of the Municipality of Athens, which was first prepared in 2017 and subsequently updated in the summer of 2022. In particular, it studies the evolution of the ecological movement up to the climate crisis, describing the ideologies, trends and currents that prevailed. Subsequently, the climate crisis, its consequences, and the policies applied globally, in Europe and in Greece are examined. Further, the paper focuses on the actions of local authorities on climate, analyzing the link between cities and climate change, as well as on international initiatives that have been developed and that concern cities and climate change. Furthermore, it analyses financial tools available for municipalities to address and prevent climate change, as well as good practices of climate actions, both from Europe and Greece, which could be applied more widely in cities. Subsequently, the Diploma focuses on the actions taken by the Municipality of Athens so far regarding climate change, describing strategic and flagship actions that have been implemented. Finally, the Strategic Climate Action Plan of the Municipality of Athens is presented in detail and the axes that make it up are analysed.
From the present study it can be seen that the Municipality of Athens has understood the criticality of climate change and has already taken significant actions to prevent and address it. By implementing the climate action plan and seeking additional resources and alliances from the private sector, from the institutions operating in Athens, as well as from civil society itself, it is expected to achieve the ambitious goal of climate neutrality, focusing on sustainability and viability.
