In this dissertation, we dealt with the education of children with special needs and specifically with the education of minorities in Thrace. We will examine the context of Special Education and its application in minority schools and the European conventions for the protection of minorities in the signatory states. All children with special needs whether they belong to the minority or the majority have the same rights and therefore the state must protect them. The method we will use is descriptive and qualitative, however makes use of quantitative data for purposes of documentation. The educational process is a branch defined by each country individually and there are both general and specific objectives to be achieved. The European Union (E.U.) supports the member states in educational development for all goals and especially for those that promote the defense of people’s rights in all sectors including education. United Nations (U.N.) organizations such as UNESCO and UNITAR have set important educational goals for all people by 2030. The inclusion of people with disabilities in society and in education is one of the objectives of the E.U. and the U.N.. Nowadays, the Greek Law 3699/2008 tries to fully integrate people with disabilities into society in all sectors and especially in education. The result of the research showed us that during the previous years there has been more acceptance of the disabled, the familiarization and integration for these groups within the education system as well as the benefits offered to all families regardless of race, religion and ideology are to a sufficient extent satisfactory. This is also the case for families with children with special needs in the Muslim minority in Thrace.
