Abstract

The need for quality education by educational organizations at all levels of the education system has been the subject of much discussion and research at national and international level. The return on investment in quality education is for the benefit of the trainees and the whole society. The high educational level of the youth contributes to the country's economic upgrading and the prosperity of society as a whole. An important parameter in shaping the characteristics that will determine the quality of the education provided in the educational process is the proper administration of the educational organizations. Total Quality Management is a different management philosophy and methodology aimed at the continuous improvement of the provided product with the participation of all human resources and the satisfaction of the final recipient. The purpose of this dissertation is to investigate the application of total quality management in the operation of secondary education units and in particular the factors related to leadership, human resources, policy and strategy, and the processes followed. For this reason, a quantitative survey was conducted based on the criteria of the European Foundation for Quality Management (EFQM) model of quality and business excellence evaluation. The sample of the research consisted of 63 secondary school teachers who were asked to express their opinion on the characteristics of school operation that determine the four factors under consideration. The research results showed that the largest percentage of teachers, 65%, assess the quality of educational services offered by their unit as moderate and a percentage of 35% characterizes the quality as high and very high level. The research highlighted the importance of leadership, human resources and management processes in determining the quality of education services provided.
