Τhe following research attempts to diagnose the educational needs in respect of structural functions, organizational culture, environmental field, teaching staff and other participants in education, defined as parents, students, other non-teaching staff, education consultants. The research was based on two questionnaires with two main recipients, parents and educational staff. With theirs contribution, we succeed to draw up the results, while maintaining full anonymity, concerning the educational needs of public schools located in the southern suburbs of Athens and with those based in Piraeus and in Athens. In addition, through this research, we attempt to compare the structural functions and educational culture between public and private schools. The sample was consisted of teachers and parents whose kids attend either Primary or Secondary school, in both public and private sector. Data analysis was performed using SPSS statistical software. When diagnosing educational needs it is appropriate to refer to Total Quality Management and its characteristics as defined by Deming. Which of these features are identified in education and how the TQM could be applied in the field of education by creating the "perfect product" are the two questions that are answered through this research.
