Abstract

By focusing on the UNITWIN/UNESCO Chairs Programme, this dissertation aims at examining, informed by the study of primary and secondary sources, the contribution of networks to the promotion of the strategy, priorities, and programmes of international organizations. To that end, the first chapter of the dissertation presents network theory and the various ways in which it has been applied in international relations. Capitalising upon this theoretical perspective, the second chapter moves on to examining the most important networks set up by UNESCO in each of its areas of competence, with a special emphasis on education. The third chapter introduces the UNITWIN/UNESCO Chairs Programme and scrutinises its purpose, the procedure of establishing a UNESCO Chair, as well as the coordinating role of UNESCO itself in this very process. Chapter 4 offers a comprehensive outline of the geographical and thematic distribution of the 667 UNESCO Chairs, suggesting that this abundance of UNESCO Chairs is very telling of UNESCO’s strategy to use the Chair network as a vehicle to promote its values and priorities. Chapter 5 continues with examining the highly successful implementation of the UNITWIN/UNESCO Chairs Programme in Greece and compares it with similar implementation attempts in the Balkans, the Eastern Mediterranean basin, and Western Europe, before it argues for the establishment of new innovative UNESCO Chairs in Greece which will work towards the accomplishment of UNESCO’s educational goals in the context of the recent international and European developments. Finally, the dissertation concludes by presenting the benefits of the UNITWIN/UNESCO Chairs Programme for all the parties involved namely the host institutions, the member-states, and the international organization.
