Main object of this paper is to investigate the utility, as well as, the practicality of new TMSA 3 requirements to tanker shipping companies, so that a safety culture will arise. In this way, we also meet with deficiencies of previous publications and of various legislative efforts which had been made in the past. It has been chosen a qualitative methodological approach, in which we will make a content analysis of TMSA program. A literature review is provided to show all the causes of the synthesis and creation of TMSA program. This paper will be completed with our interpretation of additional data related to the previous version.
