The aim of the following essay is to make an overview and analysis of the given
situation in the field of energy in the European Union, as well as the role that Greece
can play in the international energy scene, given its geopolitical position and the
effort that is underway from 2009, for the exploitation of natural resources of
energy, as a vehicle which lead Greece outside of the economic crisis.
In the first chapter a description of energy policy in Europe, by establishing the
first European Community for Coal and Steel Community (ECSC) to date, takes place.
The creation of a common energy market and the safe and uninterrupted energy
supply for citizens and businesses in European countries has become objective and
direct EU priority. Also in the same chapter records and shows the existing situation
in the Member States of the European Union regarding energy demand and
consumption at European level, the energy imports, as well as the main energy
suppliers of the European Union, in the framework of search for new energy sources
and alternative channels of energy transmission.
The goal of the second chapter is to present the priorities that the European
Union has set in the energy sector, as the recent crisis in Ukraine demonstrated,
once again, the energy dependence from Russia and the urgent need to develop a
common European energy policy.
A European Union that speaks with one voice in the energy sector will become less
vulnerable to geopolitical developments and international turbulence. These
priorities are reflected and recorded in the texts of the European Union, meaning in
primary and secondary Community law, as it has developed and quiet.
Energy diplomacy is an integral part of the international relationships and states
attempt to gain influence on energy resources and especially energy pipelines,
because this is the key to increase their power in the anarchic and competitive
international environment and system. In this context, the objective of the third
chapter is to describe the existing and planned gas pipelines and the basic energy
statistics of the states of Kaspian Sea, Middle East and south-eastern Mediterranean.
Energy deposits of these countries are a serious alternative resource that will help
EU to get free from Russian energy dependency.
Finally, the subject of the fourth chapter is to analyse the energy policy of
Greece, identify the key energy characteristics and describe the Greek efforts for
exploration and exploitation of proven and suspected energy deposits, in order to
strengthen its geopolitical power. Also some proposals are submitted, in order to
develop a national energy policy. The main proposal is the creation of an
institutionalized Higher Committee of Wise Men on the energy policy of Greece. This
Committee will consists of distinguished academics, specialized in energy issues and
in International Relations and will be mainly charged with formulating national
energy policy in order to take over and to strengthen international and regional role
in the country.
