The target of the present project is the configuration of a guide of strategic framework in Community Clinics, which will be constituted as a motive and as an essential tool to the creation and development of Community Clinics. The sparks for this project were the lectures of Dr Fafalioy in the course of "Operational Strategy", and the international tendency for the development of primary health care. The creation of community clinics is the first step for the city of Argos, in order to provide a range of primary health care services to the citizens. The Municipality has the advantage to offer these services near to the people's spaces of work and living. The citizens are going to pay a small fee for the services (but the people who are in need are not going to pay any fee). The Community Clinics are going to put into practice prevention programs, under the general philosophy of World Organism of Health "Health for All". The methodology that was followed was the extensive bibliographic examination and the research of elements, articles and models of strategic plans through Internet. The primary health care even if is considered as the more important stage of the health care system, in Greece seems to be downgraded. The ministry of Health is directed to upgrading the primary health care system, because according to the statements of Minister of Health in his recent interview, "the prevention costs less than the therapy". The findings that arise are encouraging, the Sector of Local Self-government has a lot of capacities and it can constitute the vaulting horse for the development and support of primary health care in our country. This strategic project is addressed to the liiture operators of the Community Clinics in Argos, and also to the Elected Deputies of Local Government, having as a target the adoption and the adaptation to every case.
