The structure of primary health care in Greece has been for decades subject of political dialogue and cause of intense juxtapositions. The existing situation is judged problematic, because of the lacks that are observed. The "gap" of the provided services is covered progressively by the local government, via the growth and benefit of primary health care services. The present thesis describes the subordinate situation that characterizes primary health care in Greece and the structures that function already in the frame of competences of local government. The systems of primary health care in England and the Nordic countries are presented and the entanglement of local government in them. Also, the growth of proportional services from local government of first degree in Greece is examined. The network of sanitary services that Municipality of Keratsini has developed, is analyzed and measures for their further growth are mentioned. Finally, measures are proposed for the upgrade of primary health care and for intensive activation of the Greek local government organizations.
