In this research project, the social program «Help at Home» is explained in detail and some examples from other European countries are given. The implementation of the pilot program, which took place in 1996 in Greece and specifically in the Municipality of Peristeri, is described, together with its later roll out to all municipalities in the country. Reference is made to the changes that have arisen in the program in the last 19 years. For example, the program has not only changed its name but also its target group, as it originally addressed elderly people but today also includes people with disabilities. Also, the relevant legislative framework and the changes made to ensure the effective operation of the program are analyzed. The data presented, relating to the total numbers of clients serviced, is incomplete due to the fact that none of the organizations responsible for the implementation of the program, however many there were over the years, requested municipalities to keep a complete register of all clients serviced. From such a register, we could derive reliable data, which could demonstrate the success of the program and its vital importance for the clients. Finally, the examples from other European countries reveal differences with Greece regarding the protection of vulnerable groups, the services offered and the specialization of employees working in related services.
