The International Labour Organization (ILO) adopted the Maritime Labour Convention, 2006 (MLC, 2006) by the International Maritime Conference in February 2006, which was characterized as the 'fourth pillar of maritime legislation' complementing the existing laws. During the mechanism of enforcement and compliance through the process of inspection and certification of ships by the authority of the flag (Flag State Control) as well as through inspection of ships by the port authorities (Port State Control), a ship may be detained in the future for non-compliance with any of the terms of contract. This study gives a detailed presentation and analysis of the operational framework of the International Maritime Labour Convention (MLC), mainly through the inspections of Flag and Port Authorities and seek to reveal whether those controls are applied satisfactorily and if the necessary terms and conditions for better and more working safely on board are valid.
