This thesis examines the process of lignite phase-out through three basic dimensions
of energy transition: green, social and digital. It further analyzes the interactions among these
dimensions, the European and national policy framework for decarbonization, as well as the
available financial instruments, supporting a just transition, with particular emphasis on
digital development. The methodology is based on a literature review and analysis of
institutional and official documents, combined with a qualitive investigation of the case study
of Western Macedonia, using strategic analysis tools, such as SWOT analysis, stakeholder
analysis and, conflict analysis.
The findings highlight that Western Macedonia is a region heavily dependent on
lignite-related activities, which historically accounted for the majority of total emissions,
while lignite simultaneously served as a source of energy stability and added economic value
to the region. As a result, the lignite phase-out has a severe impact on employment and social
welfare. European and national climate policies, as well as the financial instruments are now
designed in a more holistic manner, in order to support the green transition, the social
cohesion, and the digital transformation. At the same time, the process requires the
involvement of many stakeholders, resulting in conflicts of interests. Despite its negative
short-term impacts, the lignite phase-out also offers development opportunities for the
productive and digital transformation of Western Macedonia. The analysis concludes that the
success of lignite phase-out requires the balanced integration of the three dimensions, the
effective utilization of financial instruments, the active participation of local communities
and the strengthening of innovation and educational institutions.
