E-commerce has become an integral component of both economic and social reality, representing a dominant model of modern entrepreneurship. Its continuous expansion creates an increasing need for legal regulation and delineation, so that transactions may be conducted in the smoothest possible manner, with due regard to the legitimate interests of the parties involved.
The Internet has redefined the boundaries of economic activity, transactions, and communication by effectively eliminating spatial and temporal constraints. It has given rise to a new form of economy — the digital economy — which, through the use of information and communication technologies, has brought about a series of innovative transformations. These include the reduction of prices and transaction costs, the simplification and digitalization of numerous procedures, a more specialized division of labor, enhanced monitoring of consumers and users of digital goods and media, the accelerated circulation of data, the creation of new and personalized business models, and the development of network effects, whereby digital platforms mediate the relationship between users and goods.
Within this digital environment, the Internet of Things (IoT) has emerged as a rapidly expanding phenomenon that permeates everyday life. From small electronic devices (e.g., smartwatches) to entire cities (smart cities), the IoT and its underlying technologies present a wide range of applications that necessitate comprehensive legal and organizational regulation. The increasing interconnectivity of devices raises complex legal issues concerning commercial law, electronic contracting, personal data protection, and even intellectual property rights, all of which must be addressed within the broader framework of digital governance and technological innovation.
