This paper examines whether the existing international and European regulatory framework for ship waste management is effectively implemented in Greece and what the main obstacles are at institutional, economic and operational levels. The central research question is whether the Greek waste collection market and port infrastructure can effectively support the objectives of MARPOL and the relevant EU directives or whether compliance remains mainly formal. The methodology is based on a literature review, an analysis of the institutional framework and a comparative analysis of the Greek case with an emphasis on the operation of ports of different scales. The analysis highlights structural inequalities, limited competition in the market and differences in the implementation of control mechanisms. The paper concludes with policy proposals aimed at improving the efficiency, transparency and environmental performance of the ship waste management system in Greece.
