This thesis examines the interaction between city and port, focusing on the role of
Maritime Spatial Planning (MSP) as a strategic tool for ensuring port competitiveness and
equitable spatial distribution. The city of Elefsina serves as the case study—an area where
chronic industrial agglomeration, recent energy investments, and the revival of the
shipbuilding and repair zone generate severe use conflicts and spatial exclusion at the
expense of the urban fabric.
The purpose of this research is to highlight the shortcomings of the existing port
development model, which exacerbates urban and environmental degradation.
Methodologically, the study introduces spatial econometrics tools (GeoDa, LISA
indicators) to quantify and precisely delineate the spatial conflicts between port and urban
activities.
The findings substantiate the premise that a port's competitiveness does not rely solely on
the technical functionality of its infrastructure, but primarily on its spatial delimitation and
adaptation. To address the examined problem, the implementation of a hybrid modular
model of spatial organization via a Tripartite Zoning System is proposed. This proposal
fundamentally focuses on the establishment of an intermediate zone that functions as a
buffer of soft land use and environmental compensation. The proposed model seeks to
transform Elefsina from an arena of spatial friction into a paradigm of sustainable and
functional city-port coexistence, while concurrently boosting the developmental
momentum of the port industry.
