This paper examines the institutional approach of the European Union to cybersecurity, with a focus on the protection of critical infrastructure and fundamental rights. It explores the evolution of key concepts and highlights the strategic shift after 2013, when cybersecurity became a factor of political stability and social cohesion. The analysis focuses on major EU bodies and mechanisms (CSIRTs, ENISA, CERT-EU, Europol-EC3), as well as the role of law enforcement authorities and international cooperation. Finally, it addresses the development of the regulatory framework, emphasizing its importance for safeguarding the digital single market and democratic order.
