The compelling nature of international law, and even more the fact that it constitutes an expression of the will of states—being the product of long-term processes, mutual arrangements, and the specific regulatory frameworks established by international judicial bodies—encourages the researcher to pursue a deeper understanding of both judicial decisions and the broader context within such decisions are rendered. This includes not only the examination of the circumstances that lead disputes to judicial settlement but also the analysis of the disputes themselves as they emerge between states. Such disputes arise from a complex set of factors, including the manner in which each state interprets international law and the importance it attributes to it as a mechanism governing interstate relations, its geographical position, the historical experiences of its people, its economic structure and political identity, as well as the evolving challenges and demands of the twenty-first century.
Within this framework, critical questions emerge: what is the role of international law within the political sphere, how does it operate as a mechanism for the peaceful settlement of disputes, and to what extent does it regulate bilateral relations and shape the formulation of foreign policy? Furthermore, what defines the cultural background of the two—Greeks and Turks—what are the prevailing perceptions among both citizens and state officials, and how can each country’s historical trajectory be concisely outlined? Equally significant the standard of living and the educational level of their populations, as well as the historical evolution of bilateral relations and the role of collective memory in the political organization of both states and in the societal consciousness of their peoples are being approached by this thesis. Collective memory, both at the level of political leadership and of ordinary citizens, plays a decisive role, as history is experienced by individuals, political decisions are ultimately experienced by society, and the orientation of foreign policy directly affects national self-perception and public morale.
The objective of the present thesis is to conduct an in-depth analysis of the foreign policies of Greece and Turkey and their distinct characteristics, demonstrating that foreign policy constitutes a determining factor in bilateral relations when examined in conjunction with international law. The study further elucidates the role of international law in public life and highlights its function as a critical tool in the formulation and implementation of foreign policy. Adopting a multi-layered analytical approach, the thesis draws upon both qualitative human testimonies and an extensive body of bibliographical sources in Greek, English, and Turkish, offering a comprehensive and interdisciplinary perspective on the subject, based, mainly, on reralism-idealism.
