National sustainable development strategies : a comparative study

Abstract
This thesis focuses on national sustainable development strategies in the context of the United Nations 2030 Agenda, paying particular attention to the 17 Sustainable Development Goals and how they are translated into national policies, by first introducing the concept of sustainable development and examining its historical development, from the initial international initiatives to the formal adoption of the 2030 Agenda. With these, we show the transition from a limited concept of development, focusing mainly on economic growth, to a more complex and balanced approach that combines economic, social and environmental dimensions. The 17 Goals and 169 sub-goals are then analysed, as well as the monitoring indicator framework used to assess progress at international and European level, with particular emphasis on the role of national strategies as a key tool for implementing the Goals, and the importance of statistical assessment to identify successes and weaknesses.
The thesis proceeds to assess progress at global level, in the European Union and in Greece in particular, highlighting both positive developments and significant delays. At the same time, challenges such as greenwashing, social inequalities, economic pressures and institutional contradictions that affect the implementation of the targets, as well as the role of business and ESG criteria are examined.
The main body of the study develops a comparative approach to the national sustainable development strategies of Greece and Sweden, aiming to highlight both points of convergence and substantial differences arising from policy choices, implementation mechanisms and outcomes by country. Through this comparative approach, the different ways of implementing and evaluating the individual objectives are analyzed, while the chapter concludes with the formulation of conclusions and policy recommendations, aiming to make use of Sweden's accumulated experience, enhancing the effectiveness of Greece's national sustainable development strategies, taking into account the wider European context.
