This thesis examines the organization and operation of First Reception Centers (known as Reception and Identification Centers – RICs) as an operation of humanitarian supply chain, focusing on the Greek context and comparing it with corresponding models across four countries. The aim is to systematically record the procedures, highlight the challenges and differences between the models, as well as recommend improvement practices that align with humanitarian supply chain principles. The methodology adopted includes an interdisciplinary, qualitative and bibliographic approach to secondary sources, including a review of multiple case studies to investigate different national practices, drawing on data and scientific articles, reports by international organizations, and legal/institutional sources. Moreover, thematic content analysis and conceptual mapping are used, while ABC analysis is utilized for the prioritization of inventories by category criticality, and the study by Denekos et al. (2021), which is based on a combined MCDM-GIS approach, is leveraged for siting issues. The research highlights that the effective operation of RICs depends on flows, resources, and operational interoperability between agencies, while bureaucratic delays and limited resources undermine the quality of the provided services and compliance with the European framework. At the same time, the comparative review indicates that the differences in political governance directly affect the daily operations and living conditions, while certain measures in European countries are still under evaluation insofar as their effectiveness is concerned. The significance of this thesis lies in the potential use of its findings to improve management in both operational planning and policy-making, putting the human dimension to the forefront and prioritizing the dignity and rights of the most vulnerable.
