The purpose of this study is to examine hybrid threats their role and the mechanisms in
order to address them. Nowdays, that there is constant instability and complexity due to the
frantic speed of technology in the digital era, society faces intense challenges like hybrid threats.
So, coordinated actions and strategies are required so as to ensure the resilience and security of
social structures and crucial entities enabling them to survive and evolve.
The discussion among academics and civil – military administration about this new form
of war, the Fifth – Generation Warfare, as well as the intense emergence of hybrid threats, is of
great importance. The hybrid form of contemporary warfare has been described with various
terms, such as “war with unconventional means” and “information warfare”.
Hybrid threats are described as coordinated actions that take advantage of the
weaknesses and valnurabilities of their target to destabilize democratic nations and institutions.
Actions such as cyber attacks on banking systems, water supply and electricity systems,
manipulation, propaganda, disinformation, terrorist attacs, political and diplomatic pressur,
support of non-governmental organizations that are controlled by external factors as well as the
weaponization of migration flows, are some of the hybrid threats a society may face. Under these
circumstances, there is a “blurred landscape”, where the boundaries between war and peace are
not clear. In addition, due to technological, advancements, it is quite hard, if not impossible to
spot the perpetrators of such attacks.
This thesis, although a thorough reviewof both Greek and internationalbibliography,
attemps to define hybrid warfare and hybrid threats, and it is accompanied by a historical
overview. Furthermore, the hybrid policies of Russia and Turkey, as well as the conflict between
Israel and Hezbollah, are studied.
Well, how can societies acquire resilience to confront hybrid threats?
For this reason, the second part of this study, focuses on information and the third part
on its definition, its role and on intelligence as a core component of information sources. An
effort is made to emphasize the importance of early warning mechanisms and of Secret Services
of Information so that social resilience can be achieved. Then, ways to confront hybrid threatsare
examined at both national and European level. The basic goal of the legislative frame and entities,
is to function as tools of the political and strategic actionsand through a holistic approach and
synergy of the public and private sector and the education of the citizens, to ensure the security,
resilience and empowerment of modern institutions and societies against “black swans”as
asymmetric threats.
Finally, assumptions are provided, based on the theoretical analysis of the topic.
