This study explores the concept of smart cities within the broader context of digitalization and sustainable development. Based on a systematic review of academic sources, it examines the technological, social, environmental, and political dimensions that shape contemporary urban transformation. Special attention is given to emerging technologies such as the Internet of Things (IoT), Big Data, Artificial Intelligence, cybersecurity, 5G networks, and cloud infrastructure, highlighting their role in enhancing efficiency, transparency, and environmental sustainability in urban governance.
The research emphasizes the potential of smart cities to contribute to the achievement of the United Nations Sustainable Development Goals (SDGs), while promoting participatory governance, social inclusion, and energy efficiency. International case studies such as Barcelona, Singapore, and Amsterdam are analyzed alongside the Greek cities of Trikala and Thessaloniki, offering comparative insights into local strategies, institutional readiness, and civic engagement. The findings suggest that successful implementation requires both technological innovation and institutional reform, supported by strategic planning and responsiveness to local contexts.
The study further investigates key barriers to implementation, including technological fragmentation, funding limitations, ethical dilemmas, and data protection challenges. It proposes the need for national policy frameworks, long-term investment plans, digital governance structures, and the cultivation of democratic digital culture. Concluding with policy recommendations for Greece and directions for future research, the study highlights the importance of a holistic, interdisciplinary, and ethically grounded approach to shaping inclusive, resilient, and sustainable urban futures.
