This master’s thesis explores the relationship between educational policies and social exclusion, focusing on the ways in which the education system may either reproduce or mitigate social inequalities. Adopting a literature-based methodology, the study examines the main theoretical approaches to social exclusion, its distinction from related concepts such as poverty and inequality, and the role of education as a social, political, and economic institution.
The analysis then investigates educational policies at both national and European levels from the 1990s to the present, with particular emphasis on strategies aimed at promoting social inclusion, equal access, and the improvement of educational quality. Special attention is given to the Greek context, through an examination of social, geographical, and cultural forms of educational inequality that became particularly visible during the period of the economic crisis and subsequent structural reforms, as well as the policy measures developed to support vulnerable social groups within this framework. Furthermore, the economic dimension of education is addressed, highlighting the social and fiscal costs of exclusion alongside the long-term benefits of educational investment for social cohesion and sustainable development.
The study concludes that education can function as a strategic mechanism for social inclusion, provided that educational policies are designed within a holistic framework combining resource redistribution, recognition of diversity, and the strengthening of democratic participation. Addressing social exclusion requires not only formal equality of access but also meaningful participation and institutional recognition of all students within the educational and social environment.
